Middle school girl issue

We live close to OUr daughter’s middle school in Pennsylvania, close enough for her to walk to school. Since we all work this is a great advantage.
But we have some trepidations of letting her walk alone even though our neighborhood is safe.
So we teamed her up with a neighbor’s daughter hoping to share some protective responsibilities with them.
Well, since we started doing this, there is an issue every day with this neighbor’s daughter. We aren’t saying our girl is always right but it looks like this neighbor’s kid is a real ignoramus.
They are supposed to walk together and she will either leave before my daughter gets to their meeting point, or make my daughter wait for her for a long time.
We don’t want our daughter hanging around with this girl but at the same time the walking situation works so well.
How do we make it possible to continue the walk without insulting the neighbors about their blockhead daughter who tries to make trouble every day?
Any one have any ideas?
